CIGI-Ipsos Global Survey on Internet Security and Trust
The CIGI-Ipsos Global Survey on Internet Security and Trust, undertaken by the Centre for International Governance Innovation (CIGI) and conducted by global research company Ipsos, reached 23,376 Internet users in 24 countries, and was carried out between October 7, 2014 and November 12, 2014.
The countries included: Australia, Brazil, Canada, China, Egypt, France, Germany, Great Britain, Hong Kong, India, Indonesia, Italy, Japan, Kenya, Mexico, Nigeria, Pakistan, Poland, South Africa, South Korea, Sweden, Tunisia, Turkey and the United States.
The survey found that:
- 83% of users believe that affordable access to the Internet should be a basic human right;
- two thirds (64%) of users are more concerned today about online privacy than they were compared to one year ago; and,
- when given a choice of various governance sources to effectively run the world-wide Internet, a majority (57%) chose the multi-stakeholder option—a “combined body of technology companies, engineers, non-governmental organizations and institutions that represent the interests and will of ordinary citizens, and governments.”
The global Survey was developed to help support the work of the Global Commission on Internet Governance (GCIG). The GCIC, an initiative by CIGI and Chatham House, was established to articulate and advance a strategic vision for the future of Internet governance.

INTERNET ACCESS
- 83% of users believe affordable access to the Internet should be a basic human right
- 91% of users say the Internet is important for their future in terms of accessing important information and scientific knowledge
- 87% of users say the Internet is important for their future in terms of personal enjoyment and recreation
- 85% of users say the Internet is important for their future in terms of social communication
- 83% of users say the Internet is important for their future in terms of free speech and political expression
- 81% of users say the Internet is important for their future in terms of their economic future and livelihood
PRIVACY AND SECURITY
GENERAL QUESTIONS
- 64% of users have some degree of concern about their online privacy compared to one year ago
- 48% of users say their government does a very good job of making sure the Internet is safe and secure
- 36% of users believe private information on the Internet is very secure
- 41% of users believe the chance of their personal information being compromised is so small that it’s not worth worrying about
- 37% of users share personal information with private companies online all the time and say “it’s no big deal”

- 57% of users would trust a combined body of technology companies, engineers, non-governmental organizations and institutions that represent the interests and will of ordinary citizens, and governments to play an important role in running the Internet

- 50% of users would trust the United Nations to play an important role in running the Internet
- 49% of users would trust International technology companies to play an important role in running the Internet
- 47% of users would trust their own government to play an important role in running the Internet
- 36% of users would trust the United States to play an important role in running the Internet
